UK Green energy levies set to move from electricity to gas bills

In an effort to encourage the British Public to switch to electric heating, the government are set to propose switching green levies from electricity to gas.

The government hopes that by switching levies from electricity to gas that British homeowners using outdated gas systems will make the switch to renewable energy. Currently, the price of electricity is split between 5 different costs, all of which homeowners pay for with their energy bill.

As the government pushes for their 2050 net zero carbon goal, it is imperative that they reassess the share of green levies for gas and electricity.  With their current levy switch proposal on the energy horizon, Britons that use electric heating alternatives and drive electric vehicles will find themselves paying much less than ever before. Homeowners that continue their consumption of gas will find themselves paying more, dependant on the proposed implementation of the government’s plan.

Currently, almost a quarter of the cost of electricity is made up by environmental and social obligations in which the government funds various decarbonisation programs. On the contrary, just 2% of the total cost of gas is made up of the same levy. This disproportionate distribution of levies has accounted for a higher overall price of electricity, something that remains the main deterrent for many homeowners looking to switch to zero carbon energy alternatives.

Dubbed the ‘energy affordability and fairness review’, the government are hoping that their new energy mandate will affectively allocate costs in order to incentivize the British public to make the switch to clean energy. It is vital that British homeowners begin switching to zero carbon energy alternatives if the government have any hope of reaching their goal of carbon neutrality by 2050.

With almost a fifth of the UK’s total carbon emissions coming from domestic heating alone, the government must do everything in their power to encourage the British public to uptake renewable energy alternatives. Will gas and coal be banned? The beginning of the end for fossil fuel heating

Ahead of the 2021 United Nations Climate Change Conference, due to be held in Glasgow this November, ex-energy secretary Alok Sharma has called for an end to international coal finance.

In mid-2020, the UK went a staggering 67 days without using any coal-fired power for the first time in 138 years. The UK government also plan to phase out coal altogether by 2024, wand have also introduced a ban on all traditional house coal from 1st May 2023.

In December 2020, the UK government released a white paper entitled, “Powering Our Net Zero Future.” Within this white paper, they made the following statements, which may spell the end for fossil fuel heating as we know it:

“Phase out installations of gas boilers by mid-2030s – with all newly installed heating systems from this date being low-carbon or able to be converted to use clean fuel.” *

“Ensure new homes built from 2025 onwards are zero-carbon ready – including consulting on whether it’s feasible and appropriate to end the connection of new-build homes to the gas grid.” *

The white paper also states, “Electricity is a key enabler for the transition away from fossil fuels and decarbonising the economy cost effectively by 2050,” and, “This dependency on fossil fuels will change dramatically over the next 30 years. By 2050, electricity could provide over half of final energy demand.”

Is Economy 7 a cheaper option than a Standard/Flat Rate?

Switching energy tariff can feel like navigating your way through a minefield. Flat rate, economy, fixed rate, variable – there are so many options, with often little explanation as to what they all mean.

One of the most popular options historically is Economy 7. Economy 7 is a tariff designed to work alongside night storage heaters and immersion heaters, offering 7 hours of electricity overnight at a lower price per unit.

Many people still choose to opt for Economy 7, as the overnight rate is “cheaper,” but is it really?

Historically, the night rate would be around one-third the price of the day rate. The night rate is now around two-thirds the price of the day rate – a significant increase in a relatively short amount of time.

Economy 7 Explained

Based on pricing from the top 10 largest energy suppliers in the UK, the average night rate (the price you pay overnight, usually midnight to 7am) is 12p.

The average day rate on Economy 7 (the price you pay for the rest of the day) is around 19p.

Ofgem, the UK’s regulator for the energy industry, estimate that around 42% of energy for Economy 7 users is at night, with the remaining 58% used during the day.

An average of these two prices, gives you an effective single rate of 15p per unit.

Where more than one electricity meter is installed, you will also pay two standing rates, rather than just one with a standard/flat rate.

Although the energy company are offering you a cheaper night rate, they are making up for their “losses” with a more expensive day rate.

Are Air Source Heat Pumps Suitable for UK Homes?

Air is all around us, so it makes sense to utilise it to heat our homes. Twenty years ago, an air source heat pump was relatively unheard of in the domestic world, but times have changed, and they are all the rage.

The question is – how well do they perform in UK homes?

One of the greatest benefits of air source technology is the fact no carbon is produced when in use, but installing an air source heat pump is not just plug and play.

You have to consider the pipe run from the external pump, the electric connections, the electrical demand on your property, the water storage tank that must be installed inside the home – the list goes on.

An air source heat pump works on the premise of taking in air, extracting the heat, sending that heat in to a refrigerant, and generating more warmth through compressing said refrigerant.

The air is inducted through an external fan, which sits outside of your home. The external fan unit is usually rather large, causing issues when it comes to choosing a position for its installation.

In the winter months, the UK gets very cold, with temperatures often dropping below zero. Inducting air at a cooler temperature will force the supplementary element to kick in to boost the temperature, significantly reducing the benefit of an air source heat pump altogether.

Even with the element kicking in, the maximum temperature output for a heating loop from an air source heat pump is around 65 degrees. From a boiler, the water temperature for a heating loop would be over 80 degrees. Even the warmest of people would notice a significant difference in temperature between an air source heat pump and a boiler.

In an attempt to combat this issue, many people either oversize their radiators, or run the air source heat pump alongside a secondary form of heat, again negating the benefits of an air source heat pump.

With the kW requirement of an air source heat pump often in excess of 10kW, having enough spare electrical load in a domestic property is often difficult, further adding to your woes.

A good level of insulation is also vital in an attempt to retain as much heat as possible. Most UK homes are not air tight enough to use Air Source heat pumps for heating.

A recent report by the Energy and Utilities Alliance (EUA) also states that a, “majority of UK homes are not suitable for a heat pump.”

Despite all of that, air source technology is a very efficient way of heating water for use in showers, baths and sinks.

Why is electricity expensive than gas? debate continues.  It is a well-known fact that electricity, when generated by renewable energy sources, is a “cleaner” solution than gas. Fossil fuels are harmful, as they generate carbon dioxide when burned. This carbon dioxide then sits in our atmosphere and holds on to heat, causing the earth’s temperature to rise.

A number of UK energy suppliers are starting to provide renewable electricity – such as our energy partner Outfox the Market, who offer 100% renewable electricity generated in UK wind farms.

The UK government have banned the installation of gas appliances in all new build properties from 2025 and the UK as a whole is legally bound to have net zero carbon emission by 2050. It is only a matter of time before more restrictions are introduced in an attempt to do away with harmful gas.

What is a levy?

A levy is an obligatory payment to the Government. In this case, it’s a payment, which makes up part of your energy bill, that in turn is to pay for the privilege of using either electricity or gas in your home.

Depending on which fuel you choose, your levy may be higher.

Electricity vs Gas levies

Currently, 23% of the total cost of electricity is made up of levies, whereas only 2% of the total cost of gas is payments for levies. This is a significant difference and one that is clearly causing a majority of the population to stick with gas, despite Government warnings about the harm caused by gas.

By enforcing such a high levy on electricity, the unit rate (or price per kW for electricity) is significantly higher than the price per unit for gas. With a focus on switching the nation over to a clean, electric future; imposing such costs will do nothing but deter people from making the switch for fear of a more expensive electricity bill.

Domestic homes emit 20% of the UK’s greenhouse gases, and the only way to bring this figure down is to switch to cleaner fuels. But while the costs for cleaner fuels are higher due to levies, it’s no wonder a majority of UK homes still utilise gas for powering their heating systems.

“Our low input storage radiators can reduce your electricity consumption up to 40%”

The analysis in the report shows that the night storage heater can consume from 1.6 (when powered for 5 hours) to 2.24 (when powered for 7 hours) times more than the tested Fischer Future Heat products. 

“Fischer heaters use less power than night storage heaters”

When powered for the same number of hours, Fischer Storage Heaters use less power than static night storage heaters but they have to be powered following a different time-pattern.

 

“Compatible with Economy 7”

A user might choose to remain on Economy 7 and still use Fischer dynamic storage heaters. However, this would require the careful choice of a convenient Economy 7 tariff.

 

“Reduce Energy Wastage”

Due to its internal heat storage, the heat release from Fischer storage heaters can be finely controlled to closely match the heat demand. This avoid room overheating and the consumption of higher energy than what is needed for the thermal comfort.

“Use Less Energy”

This sentence is correct and has to be read together with the considerations in Paragraph 9 of my report. The BRE tests commissioned by Fischer Future Heat UK have shown (with results summarized in Table 1 above included in the answer to comment 3) that, when powered for the same number of hours, Fischer dynamic storage heater consume less energy than static storage heaters and Gas Central heating.

“Lower energy means lower running costs”

This sentence is true when all the heating systems under comparison are powered for the same duration.

Electric Storage Heaters

Fischer dynamic storage heaters can be classified as storage heaters since they integrate a heat storage element. A technical classification for storage heaters can be found in the British Standard BS EN 60531:2000+A11:2019. However, a technical standard is an engineering guideline to manufacture state-of-the-art products. In Paragraph C.2.5 this standard describes the set of assessments and calculations that should be followed to judge the suitability of storage heaters to certain room conditions. The features of the room are included in the calculations as well as the dynamic profile of the heat demand and of the storage heater charge. The heat-demand profiles are essential for the definition of the storage heater suitability.

“Our survey is designed to save you money”

A conversion from static night storage heaters to dynamic storage heaters saves money whenever it is powered for the same number of hours to match the heat-demand, in combination with the right tariff.

“Fischer dynamic storage heaters use up to 50% less energy than your gas boiler”

Gas Central heating results significantly less efficient. Its energy consumption is 1.47-1.58 times higher than storage heaters when operated with the same heat-demand pattern. Therefore, 50% is a correct value.

Choosing The Right Tariff

When it comes to choosing the right heating for your home, it is important to also choose the right energy tariff.

Whether you are switching to Fischer heaters from gas central heating, night storage heaters or even another form of electric heating, making sure you are paying the right price for your energy is vital.

With a Fischer heating system, a majority of your electricity usage will now be during the daytime. With a night storage system, no matter when you require the heat, the initial charge is always through the night. Because of this, your tariff will be designed to provide cheaper energy overnight, with a slightly higher price per unit throughout the day.

With night storage heaters, energy is wasted when nobody is in the property during the day, which is why many people switch to our controllable electric heating.

Because our heaters work on a wireless thermostat, with the ability to program the hours you would like your rooms to be warm, they will only start to heat when required. This is often in the daytime. For this reason, ensuring you are on the most cost effective daytime tariff is vital.

For example, with your Economy 7 tariff, you may pay 18p per unit throughout the day and only 10p overnight. This is perfect for a night storage heating system, however with Fischer heaters – it’s not ideal.

Instead, with a flat rate, you could pay around 14-15p per unit in the day, which over a week or a month could be a considerable saving.

For Aquafficient users this is even more imperative. An existing cylinder would generally charge up overnight, also on the cheap rate, however there are many reasons users decide to remove their cylinder. Aquafficient boasts improved efficiency and less heat loss than most domestic cylinders, but the tariff needs to be right.

Once again, a flat rate tariff is the way forward. For low water users, a timer may also be ideal to limit the amount the Aquafficient recharges, potentially saving you further money on your energy bills.
